RACESBUL.324 RELEASE DATE: May 2, 1994
Subject: OPS - Responding to a Call-Out
"...I might be willing to respond on something like the
Northridge quake, where there is no damage in my area. However I
am not about to leave my home unprotected, without gas,
electricity, water or telephone if there is looting and civil
unrest and the police are stretched so thin that they cannot
adequately cope."
Comments: In an emergency, our first concern is rightly
that of our family or other personal priority. There are and can
be instances where it is inappropriate to respond to any aspect
of a call-out. There are those, however, who have prepared their
families in what to do and how to cope so that they can respond
to a duty station and stay as long as needed (with adequate rest
periods inter-spersed as appropriate.) Such people will
literally go around almost any barrier to respond to the local
need if that is expected of them and they have been trained for
that response level. Essentially it depends on our personal
situation, perspective and preparedness; physical as well as
mental. It's our choice!
It may not be possible to make preparations for every
eventuality, but it starts with our personal view point. There
is no "right" or "wrong" perspective or reaction. Each must
chose. Experience does show that there are those whose
dedication is at such a level that the concerns expressed are
transcended by their own choice. It depends on ones personal
priorities. There are instances of response in face of total
personal loss, as well as all conditions in between. Again: it's
your choice. Whatever you chose is right for you.

Most amateur radio events, fortunately, are not spectator sports, and
operating a ham radio station while nude is no different from doing it
while clothed, other than the increased level of comfort on the part
of the operator.

If you have Avon products available to you in Alberta, you might try to
obtain their product called "Skin-so-Soft", a skin moisturizer which

it has a less objectionable odor than other repellents.

They simply have the bandwidth and we don't. They have eight wires coming
in, digitize the voices into eight time slots at 64kb, send the 64kb out
over a broad band wireless (microwave), demod into eight voices at the
other end, and send them out over eight wires.
We don't have wires coming in, we have channels, more akin to cellular.
We could do analog or digital cellular but not with our present HTs.

Hi OM out there!
last night I had a nice QSO with some OM about HAM and cellular phones.
We had the idea that one should try whether digital speech transmission
is possible in 2m, 70cm... too. But as far as i know, phone companies do
8 kilosamples per second with 8 bits (=64kBaud). I think it's too much
to transmit this way via narrowband FM. There must be some kind of data
reduction in commercial services.
Does anybody know, how they do it? And, is there a kind of chipset
available for own experiments? Or can commercial phones be modified for
HAM use?
Many questions in one file - but i rely on all you very kind Internet
users (:-))
If you know something that could help me: pse don't hesitate to email or
send it by packet - I'm very curious about this stuff.

I was over at Vince's house last night and he DID get it to work.
He had to also unsolder pad #15. Which on MY ft-530 would have enabled
the out-of-band TX feature (which I DON'T want).
Oddly, Vince's rig does NOT TX out-of-band with pad #15 unsoldered!
73 wb8zjl =paul=
This is correct. Desoldering pad #15 will disable out of band tx.
Resoldering it will permit out of band tx.

Subject: Need copies of tower laws
To: info-hams@ucsd.edu
I am looking for help from someone in Illinois - I would like a
copy of the state bill that would exempt amateurs from overly restrictive
antenna height restrictions. Actually if there are any other states that
have proposed legislation of a similar nature I could use copies of those
bills (or laws) as well.
We had a pretty nasty tornado come through here last week, and
amateur radio volunteers were some of the first rescue personnel on the
scene.
Therefore I want to "strike while the iron is hot" and get copies
of legislation from other states to my congressperson while the twister
is still fresh in her mind....
Thanks in advance,

Subject: PROPAGATION - by AD5Q
To: info-hams@ucsd.edu
PROPAGATION - by AD5Q FROM THE MAY 1994 NARS NEWS
April was disappointing. For the first half of the month we had a
recurrence of the disturbed conditions from March. The bands
opened up later in the month as these disturbances moved to the
other side of the sun. The first half of May will likely bring
yet another two weeks of poor conditions. Aside from this, late
spring is an excellent season for DXing - especially on 20. There
is still another problem.
During the 2 weeks of quiet conditions in late April, fluxes were
mostly down in the 70's. We should still expect periods where
they are higher, and hope that they range from the 70's to the
90's. The most effected band in this range is 15 meters. When in
the low end of the range (as in late April), we get a taste of
what 15 will sound like for the next few years. The band was
mostly dead. Openings were marginal, with only a few european
signals coming through. Without higher fluxes in May, there will
be little DX on this band until the fall. East/west paths will be
OK, so the band should be watched for openings to Africa and the
Pacific. The same can be said of 10 meters.
20 has opened up nicely, but still closes down completely after
midnight. With flux levels in the 70's, the high latitude night
path to Europe will not open (but check 30 meters). After dark, a
pipeline opens over the pole to Siberia, Turkistan (UI, UL, UM,
UH, UJ), parts of Russia, and points further south. As we
progress toward summer, these openings should expand westward to
the more heavily populated portions of Russia and Ukraine - but
not Europe. The best european openings seem to be in late
afternoon and in the morning. Morning is also a good time for the
polar paths, and this opening includes paths to eastern Asia.
Signals from the S.E. quarter of Asia come through until noon.
Careful tuning of 20 meters in the morning can pay off nicely
when the fluxes are too low to open Europe on 15. Contacts with
9V, BY, JT, 9M, V8, HS, S2, & BV can be made routinely nowadays,
with rarer DX always a possibility. Long path is usually open for
a couple hours after sunrise - mostly to the Indian Ocean and
southern Africa.
17 meters is another alternative for day path contacts into
Europe, and recently has had more DX activity than 15. May should
be an excellent month for this band. 40 also remains in good
shape, with many nice long path and Asian contacts being made
(mostly from the west coast). As I write this (May 3), the A
index is back up to 30, and so that mess on the other side of the
sun is returning for another go-around. This forecast is not
valid until things clear up again.

I may be going to the Rochester, NH hamfest this weekend.
However, I just took another look at the New England hamfest list, and
I see the note that says:
$20@9AM $5@3PM
Anyone know if this means entry fee to get in and buy, or a seller's
fee? If it's going to cost me $20 just to get in and look around (plus
$10 in gas to get there and back), I'm not going. I can't afford to
buy much of anything anyway...

Ten-Tec has been advertising their offering of kits for several months as

POTENTIAL SATELLITE ANOMALY WARNING
ISSUED: 03:30 UT, 04 MAY
/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\
ATTENTION:
Energetic electrons at greater than 2 MeV are becoming moderately
enhanced. The main enhancement began near 14:00 UTC on 03 May. Electrons
reached high levels near 20:00 UTC on 03 May. This activity has recurred for
several months now. If the last several solar rotations are any indication,
this activity might persist until approximately 16 or 17 May (perhaps not
quite this long on this rotation). During this interval, some geosynchronous
birds may experience electron charging related anomalies.
